Allows users to provide feedback on the chat response.

Running Cmd+enter on followups should result in much better codebase results.

Fixes the bug where all folders are switched to lowercase when using @ folder in chat.

Better context chat: in particular, followups are now smarter!
Faster Copilot++: a few hundred milliseconds faster, through various networking optimizations. We still have several hundred additional milliseconds to cut here.
